This is my first visit to Chile. Standing on this splendid land and looking far into the distance, I am impressed by the Mountain Andes extending endlessly on the one side and the Pacific Ocean stretching to the horizon on the other side. It is the high mountain that forges the unyielding spirit and it is the vast ocean that nurtures the generosity of the Chilean people. With the relentless efforts of the industrious and intelligent Chilean people, today the comprehensive competitiveness, economic liberalization, market openness and international credit rating of Chile all rank among the best among Latin American countries. The Chinese people are deeply glad to see the achievements of the Chilean people and sincerely wish the Republic of Chile prosperous and the Chilean people happy.

China always adheres to the road of peaceful development. The Chinese civilization cherishes peace and advocates maintaining harmony while allowing for difference and that never do to other what you would not like them to do to you. The Chinese people once suffered from the humiliation imposed by imperialist forces and years of turbulence and wars and especially understand the value of peace. No matter how the international situation fluctuates, China will always follow the independent foreign policy of peace, pursue the diplomatic policy and purpose of maintaining world peace and promoting common development and be committed to establishing an open, fair, just and transparent international multi-trade system, pushing the economic globalization toward the direction of common prosperity and building the regional and international environment of peace, cooperation and harmony.

GONE WITH THE WIND

Almost eight months to the day after Hurricane Wilma passed directly over Jack McCabe’s house near Boca Raton, Fla., he finally breathed a sign of relief. “God, it’s good to see you,” McCabe told the insurance adjuster who came to assess the damage after Wilma blew hundreds of concrete tiles off his roof, downed trees, and flattened the screen enclosure around his pool.

But with another active hurricane season now in full swing, McCabe’s thankfulness was just a fleeting reprieve from a growing sense of panic gripping him and thousands of other residents living along the Atlantic and Gulf coasts. After enduring upwards of $60 billion in natural-disaster losses in 2005 alone-double the record set just the previous year-people who live and do business in Hurricane Alley are now facing a new financial hangover: skyrocketing rates on home and business insurance. That is, if they can get coverage at all.

Insurers have been unnerved by long-range meteorological forecasts of increased hurricane activity in the region, combined with their ballooning exposure as the property they insure has surged in value in many coastal areas. And so they are desperately trying to trim their potential losses from the sort of big storm that left the company that insured McCabe’s home, Poe Financial Group, insolvent after last year’s storms.

More than a dozen small insurers have recently pulled out of Florida, and even big insurers like Allstate are declining to renew policies in many coastal areas, including in New York. Those still offering insurance are increasing deductibles, setting tighter limits on what they’ll cover, and pushing for rate increases on homeowners insurance of 79 percent or more.
